Frames are essentially a system of numbers that allow an opponent to keep priority and be rewarded with priority on it. If the attack is blocked you don't get priority. UNLESS the move is a move called " + on block. Which is + Frames on block. Every character has a few moves that give you + frames on block. The way frames work is 10f is the fastest in the game which is jabs. If you do a jab and the jab on hit gives you +8 then you do a DF1 (13frame move) that move will come out at 5frames and it won't be steppable or anything the OPPONENT HAS to block. If he doesn't you WILL ALWAYS get priority.
What you do is what the frame is on hit you subtract the start up frames on the next move. So again if you do a move thats +6 on hit and then you do a move that is 20 frames you do 20-6 and the move will come out at 14frames.
Now if the frames on block is different
You add instead, If you do a 10frame move and the opponent block it and its lets say -3 on block? if you do the 10frame move immediately again THAT SAME 10F MOVE will come out at 13frames instead. SO until you hit tekken king. It’s important to not press much Again if a you do a move that is -14 on block and then you immediately do a 10frame jab your jab will come out at 23-24 frames. after your attack is block.
